I don't know enough to have an informed decision of it, but when I was a teacher, I found myself defending national standards, if only because the attacks did not provide a viable alternative. I appreciate that you bracket the criticism in "how a policy is implemented matters more than the idea itself." Instinctively I agree with this, and I think it confounds some analysis.
