The Department of Defense thing isn't something you can just handwave away because of low-end military salaries. Setting aside the stable housing and food arrangements, if you're only educating the children of military members, that automatically filters out a gigantic amount of problems you would have with the general population. You might be able to get similar results if you filtered for "lives with both parents, who are married." Parents that have the impulse control and discipline to stay in the military are going to pass on at least some impulse control and discipline into their kids.

I say this as a former teacher - while the higher salaries and well-stocked supplies would be nice, that can't change the whole environment around a student or make them suddenly care about their behavior, if their parents don't.
