I don't think it's really possible to force employers to employ people they think will be less productive than other people. Hence all the anti-discrimination and paid leave won't really work.

It also does nothing for women that want to stay home.

The answer is ALWAYS money. Just give families money. If someone takes an earnings hit from taking time off it's OK if you compensate them with money. Trying to back door compensate them by harassing employers to employ them against their will is a lot dumber then just giving them money.

The hang up is always that whenever there is a child subsidy up for grabs everyone wants it to be hyper focused on their specific choices being subsidized, because a dollar goes further that way for you personally.
