I used to work for USDOT, and I am a little embarrassed to say you taught me a lot in this article. In my old job, we worked with non-State DOTs (cities, counties, Tribal areas, etc.), trying to get them federal funds to make their streets safer as quickly as possible. But, you are right, even though the vast majority of projects were CEs, they would get delayed because of NEPA. Our lawyers decided that we were not able to obligate funds until NEPA was completed, so we would have to work closely with the awardees to develop "phased grant agreements" that were unnecessarily complicated and caused delays in getting them the funds so they could begin work. Then we would have to amend the grant agreement every time they would move to the next phase. Total mess and so frustrating
